Al Qaeda has survived despite the death of Osama bin Laden. The rise of ISIS has introduced an extreme new face to global terrorism, and losing territory in Syria, Iraq, and Libya hasn't stopped them from gaining new recruits. AEI's Katherine Zimmerman argues that to win the war on terror, the United States must redefine its enemy.
